ELO explained: everything you need to know

From 20 April 2026, the ELO (Enveloppe Logistique Obligatoire) becomes a mandatory requirement for all UK-France Channel crossings. It applies to every vehicle, loaded, empty, accompanied and unaccompanied, crossing via the Channel Tunnel, Calais or Dunkirk. Without it, your vehicle will not board.

This page covers everything operators and logistics managers need to know, from what the ELO is and how it works, to what happens if it’s missing and how C4 can handle it for you.

What is an ELO?

The ELO (Enveloppe Logistique Obligatoire) is a mandatory digital document required by French customs for all UK-France vehicle movements. It bundles all customs and security references for a crossing into a single barcode, which drivers present at check-in. Think of it as a digital folder that proves all the required paperwork is in order before a vehicle reaches the border.

What does ELO stand for?

Enveloppe Logistique Obligatoire – French for Mandatory Logistics Envelope.

When does ELO become mandatory?

20 April 2026. The ELO has been available to use voluntarily since April 2025, but from 20 April 2026 it becomes a legal requirement for all UK-France Channel crossings. There is no grace period.

Do I need an ELO for the Channel Tunnel?

Yes. The ELO is required for all vehicle movements via the Channel Tunnel, as well as Calais and Dunkirk. It applies to all RoRo crossings on the France-UK smart border.

Do empty trucks need an ELO?

Yes. The ELO applies to all vehicles crossing the smart border, loaded and empty. There are no exemptions based on load status.

Does the ELO apply to unaccompanied trailers?

Yes. The ELO applies to unaccompanied trailers as well as accompanied freight. Requirements vary slightly depending on the crossing type.

Does ELO apply to imports, exports or both?

Both. An ELO is required for goods moving in both directions, from the UK into France and from France into the UK. The ELO reference begins with EI for imports and EE for exports.

Which ports and crossings require an ELO?

The ELO is currently required for all RoRo crossings on the France-UK smart border including the Channel Tunnel (Eurotunnel), Calais and Dunkirk. It does not currently apply to other routes.

Is the ELO the same as the GMR?

No. They are two separate requirements. The GMR (Goods Movement Reference) is the UK’s system. The ELO is France’s equivalent. Both serve a similar purpose, bundling customs data into a single reference, but they operate independently and neither replaces the other.

Do I need both a GMR and an ELO?

Yes. Both are required for UK-France crossings and must be prepared separately. The two systems are not connected, so having one in place does not automatically generate the other.

What documents need to be included in the ELO?

The ELO bundles together all the customs and security references relevant to the crossing, including:

  • Import and export MRNs
  • Transit MRNs
  • ICS2 Entry Summary Declaration (ENS) references
  • Any SPS or other control documents where applicable

All declarations must be completed and MRNs generated before the ELO can be created.

What is the green lane and orange lane at the Channel?

After presenting the ELO barcode at check-in, the vehicle undergoes a risk analysis during the crossing. On arrival, display screens direct the driver to either:

  • The green lane: meaning the goods can proceed without further checks
  • The orange lane: meaning either additional checks are needed or more time is required to complete the risk analysis

If physical checks are required, the driver must report to the customs office at the point of first entry.

Who creates the ELO?

One designated person, known as the ELO creator, is responsible for creating the ELO per crossing. They must be registered via a Prodouane account. C4 is already registered on Prodouane and will look after ELO creation on your behalf as part of our customs service.

How do I create an ELO?

You can request ELO creation via email to C4 or online through our platforms EasyClear or Drop & Book. C4’s customs team will handle the creation and management on your behalf.

How far in advance can I create an ELO?

Up to 30 days before the crossing. Creating it early is strongly recommended, particularly for time-critical freight where a last-minute error could cause a missed window.

Can an ELO be amended once it’s been created?

Yes. If an amendment is needed, simply contact C4 and our customs team will update the ELO on your behalf.

What happens if a driver arrives without an ELO?

The vehicle will not be permitted to board. It will be held at the Pit stop until a valid ELO is produced. There is no grace period after 20 April.

How does ELO affect time-critical shipments?

For time-critical freight, the ELO introduces an additional step that must be completed correctly before the driver leaves. A missing or incorrect ELO means the vehicle cannot board and for shipments moving to prevent a production line stoppage, meet a flight slot or deliver urgent pharmaceutical cargo, even a short delay at the border can have serious consequences. Getting the ELO right matters more, not less, when time is critical.

Will C4 handle the ELO on my behalf?

Yes. C4 manages ELO creation as part of its customs service. For existing customers using EasyClear or Drop & Book, the process is handled automatically, you don’t need to set up a Prodouane account or manage the creation yourself.
